Rivets for elevator chain

I had planned to replace all the flaps on my elevator chain for a No. 7 New Idea picker. I found that the rivets have a step down shank. One dia. to go through the rubber and a smaller dia. to go through the link and rivet. Any one seen this type of rivet or know where I could find some?
